In today’s society, people become paying more attention to various potential risks ofsocial environment. The related research has also been transferred to source control,which successfully promotes environmental risk assessment. Due to the characters suchas comprehensive complexity and uncertainty, the consequences of oil depot projectaccident are normally very serious. However, the current system in operation is lack ofpertinence in oil depot projects; it is therefore necessary to conduct in-depth study ofenvironmental risk assessment.In this paper, the risk probability, risk characterization and determination of depotproject aAtmosphere environment risk assessment theory were discussed. Then on thebasis of the environmental risk assessment to technology guideline, the studies withregard to environmental risk assessments and measures were conducted in order toprevent risks of Huangdao depot of Petrochina fuel oil projects. The maximum credibleaccident and its probability were confirmed through the risk identification and sourceitems analysis, which also provided risk management projects with scientific foundation.And then through the consequences of prediction and risk calculation, effects ofmaximum credible accident were quantified and evaluated so as to support emergencyplans by providing related data. Finally, comprehensive risk management measures werepresented together with environmental risk assessment results.In this paper, based on defining accident risk proportions through Fault TreeAnalysis and comparing with many other same-style projects, accident risk proportionswere confirmed in a reasonable scope when it came to confirmation of the risk percentage,which enhanced feasibility of accident risk proportions. As for confirmation of height ofaccident sources, the matter of considering lifting height of discharged dust could assistrelated risk consequences more reasonable. To afford relevant environment risk assessment projects concerning oil depot with significant experiences, death riskproportions, density risk proportions and risk economically-quantification in the riskcharacterization approach were compared and analyzed as well as their applications.
