Wetland is the ecosystem which has a variety of unique features. It has tremendous resources, environmental, economic and social value. Sanjiang Plain Wetland which Known as the" the Great Northern Wilderness", provide large quantities of food, raw materials and water resource for local residents. At the same time, it has played an irreplaceable role in maintaining ecological balance, biodiversity conservation, water conservation, flood and drought, pollution degradation, climate regulation.Since the beginning of the21st century, Heilongjiang Province continued to increase wetland protection efforts. And held the first promotion conference of province’s wetland construction in February2012, re-deployment wetland construction, strive to establish a reasonable wetland protection system in the "12th Five-Year" period, reversing the situation of the wetland area reduction and functional degradation. For making scientific, effective deployment of wetlands protection and development policies first is to evaluate the value of the wetland comprehensively and scientifically. Landscape value as an important component of the wetland value, its evaluation need to be completed as soon as possible.The paper discussed progress of wetland landscape and its evaluation. Integrate domestic and international research experience, decided to apply double-bounded dichotomous CVM, which is the most advanced and widely used method of evaluation of environmental goods and services value, to evaluate the landscape value of the wetlands in the Sanjiang Plain.Firstly, the paper described and illustrated the principles of economics, the classic computing model and the new direction of development of dichotomous choice CVM methods. In order to ensure the reliability and validity of the method, the paper discussed CVM possible deviation and treatment, and established treatment options for possible deviations in the survey research process.The questionnaire designed of the study using the double-bounded dichotomous choice CVM. Research used a combination of face-to-face and web-based survey questionnaires. The determination of the amount of sample used stratified sampling method and the regional proportion of the population. Finalize the number of face-to-face questionnaire is1302; the number of web-based questionnaire is665. Total recall questionnaire of Investigation is1197, effective questionnaire is1163. The paper analyzed the reason of refused to pay to get that, the main reason of respondents refused to pay focused on "the responsibility of State and Government" and "income reason". The paper used random utility model and survival analysis method to analyze and calculate questionnaire data. First built the multinomial Logit model of WTP, the average WTP of the Sanjiang Plain wetland landscape protection is110Yuan/year. It used principal component dimension reduction-variables in the multinomial Logit model building. Then constructed Cox proportional hazards model, the average WTP is90.53Yuan/year. Through the comparative analysis of two methods, the finalization of the average WTP of landscape protection is110Yuan/year, calculated that the overall landscape value of Sanjiang Plain wetland is23.9074billion/year.The thesis used the multinomial Logit model and the Cox proportional hazards model to analyze affecting factors and risk factors of WTP. Income level, education level, environmental awareness, geographic location and understanding level of regional wetland are important factors for the WTP of regional wetland landscape protection. At the same time, the thesis proved the feasibility of the method of survival analysis in the CVM, expanded the calculation and analysis methods of CVM, filled in the blanks of the combination study of survival analysis and CVM, and enriched the case base in this field.
