The water resources is one of the key factor to the success of economic transformation in Fuxin, the environmental impact comprehensive assessment on water resources planning is significant to Fuxin’s economic development. In this paper, it carries a systematic analysis to the environmental impact resulted by the water resources planning implementation of Fuxin. On water resources planning, the paper identify environmental impact object, build environmental impact assessment index system, and use the AHP to confirm the weight of all indexes from the water resources, natural environment, ecological environment, society, economy. The fuzzy comprehensive evaluation method and Grey relation analysis has been selected to comprehensive assess environmental impact of water resources planning of Fuxin in the current situation year (2010) and the planning year (2015), and analyze the influence degree of the environmental object in this period and its difference. The assessment shows that water resource planning of Fuxin has some influence on environment in both the current situation year and the planning year, the influence degree that water resource planning to environment in the planning year has been reduced significantly, which is relative to that in the current situation year. So the planning program is feasible in general. Considering the final assessment results, mitigation measures and proposals that Strengthen water conservancy project construction have been offered, and it provides the scientific basis for water resource reasonably planning in the time of Fuxin economic transformation.
