With the rapid development of the world, human being is facing more and more environment concerns. In the Western developed countries, more people are aware that solving the environmental problems is one of the most important aspect of human world development, and to take action, many of them have adopted bicycle as their main travelling method. While at the same time travelling, they exercise and avoid environmental pollution caused by using car. In China, due to the environmental and social problems brought by the industrialization, the use of bicycle newly entice people interest, rising the the cycling sports in big cities.Non-competitive cycling is a way of practicing by cycling amateurs without a competition purpose, but for objective to improve and strengthen anyone’s body; it is always included in every country’s environmental protection measures and is becoming more and more popular. With the continuous augmentation of the population and the permanent need of sport apparel is not only to satisfy the basic function, more sport apparel design trends are oriented toward to beauty and specialization to meet the important aspects which are physical and psychological needs. For people, sport clothes are not only ordinary clothes, but should reflect their level of thinking, their aesthetic taste, their strong health condition, their passion and vigor. Therefore, this paper raises an important concern with a high significance.This research focus on non-competitive cycling amateurs, based on sport cycling apparel theoretical background. The first hand and second data have been collected from the field work and existing research and literature on the sport cycling clothing. The design researched mostly focus on foreign designers and western countries mature sport cycling apparel brands released products sorted by products and style.Based on the subject of sport cycling apparel, with help of the Image Authentication method, collected related picture along with domestic and foreign designers works pictures, used image and literature method in the of illustrated pictures to analyze the cycling apparel design rules, models, features and aesthetics based on the aspect of the pattern, color, craft, silhouette and accessories.The research has begin by a real case study from Decathlon’s brand B’TWIN product development process, related to non-competitive cycling apparel design development regulations and usages, and depends to the non-competitive cycling apparel design development process and the results are applied to the Chinese market.This study firstly focuses on the non-competitive cycling enthusiasts in order to propose a cultural based theory. We will then propose significance to the non-competitive cycling clothing from cultural perspective, especially from cultural significance of the phenomenon. This will show up the place and significance of the non-competitive cycling in current social, political, economic and cultural global development background and the cultural phenomenon it has generated. This will not only reflect the significance of sport itself but also will reflect the state of the social development.
