CEMS (Continuous Emission Monitoring System), also known as "continuous monitoring system", is made up of particulate monitoring subsystem, gaseous pollutants monitoring subsystem, flue gas emissions parameters measurement subsystem, system control and data acquisition processing subsystem, etc.CEMS through sampling and analysis methods (extractive continuous monitoring), determinate the concentration of particle and gaseous pollutants, and at the same time measure the parameters such as gas pressure, gas flow rate, flue gas temperature, flue gas moisture content; calculate the concentration and emission of various pollutant in flue gas; display and print various parameters and graphs, and transmitted through the data transmission system to the management department.This paper analyzes in detailed the major pollution and pollutant emission situation in Dalian, find the main emission source in industrial waste gas, and based on the CEMS installed in10state-monitored pollution sources and one city-monitoring pollution sources, use the comparison method to compare with the CEMS on-line monitoring data, through comparing the monitoring results to analyze and find out the reason of CEMS unqualified comparison, through rectification of CEMS enable the correct monitoring of CEMS to pollutants concentrations and emissions of these major industrial pollution sources of emissions, then through CEMS master and control the work and the running status of the flue gas purification device(dust removal, desulfurization, denitrification and so on environmental protection device). to comprehensively and correctly master the sources of pollution discharge conditions, to improve Dalian environmental air quality,control and balance the total amount of pollutant. Also laying a solid foundation to the realization of the "11th five-year plan" and the "twelfth five-year" plan in Dalian.Through the comparison monitoring results of flue gas by on-line continuous emission monitoring system (CEMS) in2011and2012and the analysis of Dalian city environmental air quality in recent years, we can see, the difference analysis method between the CEMS and comparison method, reasons from CEMS device itself, unreasonable installation of sampling probe position, operation and maintenance not in time, deviation of the data calculation and transmission.etc is the root cause of the unqualified comparison monitoring. Through upgrading and transformation of CEMS, CEMS now can run stable and reliable, as the comprehensive development of rectification and comparing monitoring CEMS.the qualified rate improved gradually in state-monitored pollution sources and city-monitored pollution sources, CEMS accuracy and credibility of online data has also been gradually improved. Inputting and using CEMS, improve the environmental air quality in Dalian city during the period of "11th five-year plan" effectively, provide a powerful technical support for sulfur dioxide emission reduction work. Made successfully completed the sulfur dioxide emission reduction work during the "11th five-year plan" in Dalian, made361days which the air quality in Dalian superior to the national secondary standard, meanwhile CEMS will also play an important role in the "twelfth five-year" desulfurization denitration work in Dalian.
