Study On Ecological Compensation Mechanism Of Soil And Water Conservation In Northeast Of China

The Northeast region is known as the “North Warehouse”, which plays animportant role in our food supply. In recent years, some of the problems due to thelack of compensation mechanisms of soil and water conservation and implementationprocess, such as insufficient funds, inadequate management mechanism, subject andobject blur compensation single way of compensation, to lack late guardianshipmechanism, so that the benefit of treatment on northeast of soil and water has beengreatly affected. In short, the work of northeast region in the soil and waterconservation needs to improve and learn from other experiences in many places.As we all know, the ecological compensation mechanism is one of the moreeffective methods of governance to prevent soil erosion in the world, the northeastregion in the governance process is bound to the introduction of ecologicalcompensation mechanism. In this paper, on the basis of analyzing the northeasternregion of soil erosion status and the problems, using eco-compensation mechanism,compares market compensation mechanism with government compensation mechanism. Main part of the article studies compensation body, compensation object,the form of compensation of the ecological compensation mechanism, and analyzesboth theoretical similarities and differences, then points out that the two forms ofcompensation mechanisms of the market, that soil erosion trading market and soil andwater conservation transaction services markets.By analyzing the necessity andfeasibility, the paper points out that the use of each markets in the northeast region ofthe corresponding area, and thus makes compensation mechanism of the northeastregion of the soil and water conservation more perfect.During the analysis, the paper draws the following conclusions:(1) The forwardof soil and water conservation ecological compensation mechanism based on solidtheoretical foundation, and was supported by successful experience at home andabroad;(2) It is necessary to apply soil and water conservation status of the northeastregion, as well as the presence of confirmed soil and water conservation ecologicalcompensation mechanism;(3) Government compensation mechanism and marketcompensation mechanism has similarities and differences in nature, according to theactual situation of the northeastern region analysis of the different zones of the loss ofcompensation mechanism, the Runoff Area governance classification is the main taskof the current erosion control;(4) Comparisons by analyzing water and soil protectionpolicy should be implemented in the northeastern region, and the rational application of the market mechanism. Whereby the delimitation of the a reasonable compensationarea, and compensation ratio, northeast of Soil and Water Conservation to furtherimprove the ecological compensation;(5) The overall arrangements for the northeastregion’s soil and water conservation work, clearing responsibilities in the process ofsoil and water conservation. In accordance with the Northeast regional land and wateruse and protection features, we give the new models in the process of soil and waterconservation.
