Building bridges and roads not only takes up a large amount of agricultural land, but also is responsible for a large number of abandoned mineral resources, threats to the water environment and air quality. Waste incineration slag can not only rely on landfill for disposal purpose, Which not only takes up a lot of land, and the risk of groundwater pollution.Cement industry consumes a large amount of resources and energy, at the time causes huge environmental pollutions. Using the shale waste which is abandoned in the process of building bridges and roads to substitute for siliceous raw material to calcine cement clinker and the waste incineration slag as cement admixture, is resource utilization to these solid wastes, in addition, it could help cement industry reduce the dependence on the clay minerals content which is growing scarcity and pressure on the environment.As a result, it saved resources, the other hand, it brought about environmental and economic benefits.In this paper, the chemical components of raw materials (such as shale waste, limestone, desulfurization gypsum and waste incineration slag, ect.) was tested by X-Ray fluorescence. The contents of free calcium oxide and the four essential minerals in the clinker were analyzed through macroscopic mechanical test, XRD and SEM microscopic tests.Mixing with the waste incineration slag, the burned clinker was made to cement. By comparing with the purchased clinker, the flexural, compressive strength, standard consistency water mortar fluidity and setting time, etc. of the cement samples was analyzed.1、Making as siliceous raw material, the abandoned shale was calcined to cement clinker, by controling in a range of rate value(KH=0.91, IM=0.91, SM=1.50) which changed between±0.10. The content of free calcium oxide, the four essential minerals in the clinker and other indicators were analyzed contrastively.It can be seen that these two kinds of cement clinker were not much different except the the content of free calcium oxide. The content of free calcium oxide of shaft kiln clinker was higher than that of rotary kiln clinker, which was caused by the limitations of shaft kiln.2、Used the waste incineration slag as admixture to make cement. Under the different dosage of waste incineration slag, the flexural and compressive strength of the cement of different curing period was tested. It’s found that the flexural and compressive strength was declining with the increase of the waste incineration slag, which was directly related to the activity of the waste incineration slag.3、The mortar fluidity and setting time of the cement samples which were mixed with different dosage of waste incineration slag was in normal range, according with the requirement of cement standard.4、The leaching of heavy metals of cements was analyzed. The trace of heavy metals was not filtered out of danger under different pH, which wouldn’t pose a threat to the environment.Shale waste and waste incineration slag was recycled and reused effectively in the cement industry. That would come out with lower cost of cement production, the greater economic, environmental and social benefits.
