The Application Research Of Risk Inspection On Storage Tank During Integrity Assessment

The development trends of storage tank towards large-scale and concentrated that it is easy to cause fires, explosions and other accidents in case of leakage. Substantial accident statistics show that risk of failure is much higher than the others. HSE management system which focused on people and material currently used by petrochemical industry, not involved failure mechanism.And the integrity management just overcome the insufficient of HSE, to recognize the risk factors and develop the corresponded of controlling countermeasures to insure the risk in accepted, and combined with advanced detection and monitoring ways to test and evaluate running situation, and make decision, response and feedback. For a single technology and management cannot safely avoid the occurrence of accidents, RBI technology, based on the ideas of risk management, to balance the security and economic, combined with the integrity management that will be the development trends of safety management on storage tanks.The paper established a basic method of integrity management for storage tank based on risk based inspection, and mainly includes data collection and integration, risk evaluation, integrity detection technology, decision-making response and effectiveness assessment technical training、quality control and audit on integrity management system. Combined with qualitative and quantitative calculate methods which can overcome the lack of labor-intensive for quantitative and the lack of accurate enough for qualitative analysis in order to get the risk levels and risk rank, qualitative analysis can help to focus on higher risk storage tank and then quantify risk to whose risk higher. Acoustic emission technology is used to inspect storage tank and the results are used to compare with RBI results. And the AE results show that RBI risk assessment methods are more accurately reflect the risk of tanks.The basic method research of integrity management for storage tank based on RBI which established in paper are applied in some petrochemical company, and the result shows that, combining with RBI assessment and AE inspection technology can overcome the problem of having no ability for RBI to control or reduce risk and the lack of focus during inspect for AE, improved the forecast ability and solved the problem of balance safety and economy. However only risk assessment technology and inspection technology can not effectively avoid all the accidents, needing to give full attention to the day-to-day management and maintenance and operating rules of strict adherence to process, the original database which can impact the failure possibilities may need to update timely for the better risk management and to achieve the integrity management of storage tank.
