Sustainable development has become the main theme of the socio-economic development. Because of continuous social and economic activities, human make solid waste every day, especially solid hazardous waste. So the solid hazardous waste recycling is an important part of sustainable development. However, the main characteristics of the solid hazardous waste has a potential risk, so the important problem of the solid hazardous waste recycling is the control of risk. The transport links are an important part of recovery processing system, then, in order to reduce the risk of collecting and transportation, we need to choose the safe and reasonable route from the recycling center to the hazardous waste generation point. In today’s society, people are not only concerned about the size of the risk, pay more attention to how to make the equitable distribution of risk. The solid hazardous waste is a product of the society, then the risk should be a fairer form imposed on the public. In view of the above reasons, the paper researches on considered the risk of fairness the solid hazardous waste recycling path optimization problem, and provide a reference for the government’s scientific decision-making.The first part is literature review. Many literature-related with the research topic are searched and sorted out, including hazardous waste management, transportation risk metrics problem, risk fairness problem, hazardous waste recycling path optimization problem. The author has mastered the research topics and this will be the basement of the following research.The second part is the main part of the thesis. The first study is the contents of the risk of fairness. First, it evaluates the risk of the recycling transportation, and gives the risk model of covering a population. Based on the theory of fairness, this paper presents the connotation and classification of the risk fairness. It proposes a new research ideas on the fairness of the risk, that risk compensation, and give the connotation and calculation model of the risk compensation. Then, this paper constructs multi-objective optimization model of the solid hazardous waste recycling paths, considering about the risk of fairness. Based on research ideas from simple to complex, it constructs two multi-objective optimization model of vehicle paths without capacity constraints as well as vehicle paths with capacity constraints. Finally, according to the different characteristics of the two models, this paper designs phase adaptation algorithm and uses the lingo software to solve the problem, through a numerical example to verify the validity of the model and algorithm. Then, it proves the superiority of the risk fairness of risk compensation, through the comparative analysis with traditional risk fairness metric. Finally this paper validates that numerical results conform axiom of fairness.The third part is the conclusion and the prospect of future research. Based on the conclusion of the thesis, the innovation and limitation of the research is pointed out, and the prospect of future research is put forward.This paper presents the research strategy and the mathematical models that can provide practical guidance for hazardous waste management and give a theoretical basis for government’s scientific decision-making.
