The communication has a higher requirement since the development of information technology grows faster. People are not just satisfied with information exchange, they need this change to be quicker and more accurate than ever before, they want the visually information interact. Therefore the video communication service which dependent on the network transmission become the basic means of communication in this society. The area of medical is the cornerstone of a country’s development, so the video communication system in this area is stricter than the other fields. The remote medical diagnosis system which based on the video communication will become the further of the medical industry since it is fast, accurate, inexpensive and free form regional restriction.In this article we discuss the current status and the trends of video communication and the remote medical diagnosis system at the beginning. Then we compared the development tools and the structures which are used in the design of the video communication, followed by a detailed description of the key technologies in this system. Based on the analysis and the discussion of the SCTP and the RTP protocol, we designed a complete system on the implementation of the remote medical diagnosis.In order to ensure the function of cross-platform, we use the Java language to write this system. By calling the Java Media Frame, we achieve the aim to capture and playback the information which we get from the audio and video equipments. Meanwhile, for the support of Java package-com.sun.nio.sctp, we use SCTP as the transport protocol in network communication part to ensure a transmission of reliability and stability. Through the use of javax.media.rtp package we ensure a real-time transmission on the net by the RTP protocol. The combination of Java language, SCTP protocol and the RTP protocol make the remote medical diagnosis system to be completed.In this paper, the peer-to-peer system is used as the design of the structure. Through the function of media processing capability, we use the JMF to finish the design of the audio input unit, the video input unit, the audio and the video playback unit. At the same time, the SWT component of Eclipse is used to complete the graphical user interface, and make it clean and convenient. This system is not just simple, low cost, but also very practical. So it can provide the fast and convenient service to the medical institutions.
