The Analysis On Construction Of Rural Medical Assistance System In Gansu Province

Rural medical assistance system is a medical relief system, by such as the government funding and social voluntary donors from all walks of life and other such multi-canal financing, which helps the seriously ill and terribly poor farmers’family in rural area. Rural medical assistance system, as the final safety valve of medical security system, plays an important role in maintaining health of rural residents and reducing the risk of becoming financially-difficult and poverty due to illness.Gansu province has an important strategic position in the political, economic, social and ecological development in the northwest regions. Rural area is also the great focus in the developing west policy in China. However, in the rural areas, subjecting to various factors, health standard is far away from the east and central regions. Because to not getting timely and effective health medical care, health right of the farmers in these areas is challenged. It is of great significance in solving poverty problem of Gansu province on perfecting rural medical assistance system. Gansu province has put into effect 《Rural Medical Assistance Management Interim Measures of Gansu Province》 since2004.Through Gansu province has made some achievements. It is still in explorative stage. The rural medical assistance system still has some problems in the operation process. This paper will present the basic conditions and main existing problems of rural medical assistance system in Gansu province, arguing that the government should clear accountability in the construction and perfection of rural medical assistance system and putting forward some relative countermeasures.The paper is divided into five parts. The first part is about the introduction, including research background, research method, literature review and possible innovations. The second part is about theoretical analysis:social support theory, public goods theory and the theory of poverty. The third part is about the brief construction of rural medical assistance system of Gansu province, including and related concept introduction of rural medical assistance, the basic situation of some rural medical relief operation, the study of medical resources, the analysis of medical spending and the carried-out situation of new rural cooperative medical system in Gansu province. The fourth part is about the main existing problems of rural medical assistance system. The last part is about some countermeasures in perfecting rural medical assistance system construction of Gansu province. Based on the understanding of a series of rural medical assistance policies carried out by government, the research will provide practical policy basis to further improve the rural medical condition and protect farmers’health; Moreover, it is a beneficial supplement and development for theory of social security, enriching the connotation of social security theory.
