| Objectives The purpose of this article is to study the share system model of property right reform of our public hospital. By comparison with the other models, the author believes that the share system model is more suited to the development of the hospital. First, summarize the basic principles and the basic steps of the reform of share system in a general sense. Conclude management system, distribution system and personnel system, which the hospitals carry out after the reform. Secondly, taking some hospital in Zhangjiagang as example, the writer analyses the reform background, the process of reform, and reform achievements and shortcomings of the hospital reform. Finally, according to the results of the case analysis, the relevant policies are recommended.Methods It is to obtain the relevant data of the hospital mainly through interviews and questionnaires. The evaluation of the reform is from both qualitative and quantitative aspects. Qualitative evaluation mainly focuses on four aspects, such as the influences on the government, hospital, hospital staff and local residents. Quantitative evaluation is carried out at the aspects of contribution on the social responsibility and the relative efficiency of the hospital. Measurement of social responsibility is by the social responsibility indicator system. The relative efficiency of the hospital is to use the CCR model of DEA by the soft of DEARConclusions The case study results showed that the hospital property restructuring is strictly accordance with the reform of the basic steps. After the reform, the hospital established the corporate governance structure and implemented the effective management, which the hospital’s relative efficiency improved and had positive impacts on government, hospital, hospital staff and the local residents. The hospital has invested some manpower, material and financial resources in the area of social responsibility. But there are some problems. When evaluating assets, someone ignores intangible assets. The behalf of state-owned assets ignores management of the hospital. The per capita out-patient and hospitalization costs rise. The hospital takes social responsibility as a task to complete. To solve these problems, we need the joint efforts of the government, hospital and hospital staff. |
