Reseach On Problems And Cuntermeasures Of New Rural Cooperative Medical In Jiaxiang County

After the reform and opening up, China’s economy has developed rapidly, people’s living standard has also improved. But the medical security situation of rural residents has still not changed greatly, the vast majority of rural residents have no medical insurance. Especially the existing current urban and rural two element system, the differences between the rural residents and city residents has grown stage by stage. The situation that rural residents dare not be sick, can’t be sick has become more and more seriously. Rural residents’ medical security problem has become the constraints of rural economic development, and then one big obstacle to the stabilization of the society.In order to solve the unfairness between our country urban and rural health care resources, to enhance the rural residents’ability to resist disease, rural residents medical security problem has been put on the schedule. In2002October, Central Committee of Communist Party of China and the State Council made the decision on " Further Strengthening the work of the rural health", pointing out that we should build new rural cooperative medical care system and medical assistance system to achieve the goal by2010that establishing the new rural cooperative medical system covering the rural residents. In2003January, the general office of the State Council and the Ministry of health, transmited the document on " the establishment of new rural cooperative medical system " made by Ministry of civil affairs and other departments jointly, and decised to establish new rural cooperative medical pilot, then gradually extended after gaining experience. Jiaxiang County of Shandong province is one of Jining’s Economic Underdeveloped Counties, In2005, it was identified as the provincial pilot county of new rural cooperative medical, and the only economy owed pilot county of Shandong Province. After6years of development, Jiaxiang county has formed a suitable development mechanism of the new rural cooperative medical operation, and also obtained some result. Jiaxiang county is located in the southwest of Shandong province, is a typical underdeveloped county in the central region. Research on the current situation of the new rural cooperative medical system in Jiaxiang county and summary of its success and shortcomings can help to explore the deep reasons of the problem and put forward the corresponding countermeasures, and further to understand the development condition of the similar areas’new rural cooperative system. And also, it is the purpose of this paper.Based on the equalization of basic public services theory and market failure theory, combined with the relevant national policies,this study attempts to start from the new rural cooperative system condition of Jiaxiang county, to deeply analyze the new rural cooperative medical system of Jiaxiang county, to find out its problems, and puts forward some corresponding countermeasures, so as to provide theoretical support for improving the new rural cooperative medical system.At the same time, the new rural cooperative medical system is built to improve the rural residents medical situation, solve rural residents’medical needs, so as to be one of the important measures which can solve the farming problem. Study of new rural cooperative medical system can further improve its development train of thought, put forward more suggestions suitable for the rural residents’ medical security level. So more rural residents will benefit from this, and we should try the best to alleviate the dilemma that rural residents get poverty by illness and to improve the health level of rural residents.
