In recent years, as China’s socialist market economy system establishment and the deepening of reform and opening up, people’s ideological has been fully liberated. Material, spiritual and cultural level also enhances unceasingly. But our country’s health market development lags behind a lot because of system and institution reasons. So it caused in getting medical treatment is difficult and expensive, this social contradictions become prominent in people’s livelihood increasingly.April6,2009, office of the state council issued "on the deepening of the views of medical and health system", and plans to invest over850billion within three years to support the new health care reform to improve the country’s health levels and to protect the health of the masses. It also reflects the Government’s determination to solve doctor-patient conflicts."Opinions" also pointed out promoting public hospital reform is the focus of new health care reform. This paper probe to find public hospital how to find a way to improve their operating efficiency, to reduction of burden on patients, to provide quality services, so as to better fulfill their own social mission and the commonweal nature.Through the investigation and analysis, research, the paper argues that our country public hospital lack of an effective strategy management, especially lack of applicable means of implementation strategy at present, It means that we haven’t establish a complete,scientific and comprehensive strategy oriented performance evaluation system. The current method of performance evaluation in public hospitals are mostly concerned only with the number of financial indicators, they easily lead public hospitals to benefits, and such performance evaluation methods with hospital strategic completely out off and make the hospital strategic not implemented effectively, will lead to low efficiency of public hospital operation eventually.Therefore, in view of the strategic management of public hospitals in poor strategic implementation, this paper attempts to establish a strategic performance evaluation system in public hospital. We first need to find a theory as the vehicle for building the system, The Balanced Scorecard theory became the best choice of this theory and ideology, The balanced scorecard from finance, customer, internal processes and learning and growth four aspects evaluate performance of the organization, and from the four levels we design a strategic performance evaluation system to directly driven organization’s strategy, and through these indicators decompose strategy to each department and each staff body. Therefore, the balanced scorecard is a kind of strategic management system, which with hospital strategy as the core and made the hospital’s long-term goal into action, improving hospital strategic executive ability. And also is a strategic performance evaluation method, use a financial performance evaluation index and non-financial performance evaluation index, emphasize the strategic, comprehensiveness, balance and expandability.Although the balanced scorecard in enterprise management made great achievements, but the introduction of non-profit organization of the Balanced Scorecard whether domestic or foreign is relatively few. It also brought this research significance and practical value. This article in the third chapter has made the detailed analysis public hospital performance evaluation system of present situation. In the fourth chapter, the paper make feasibility analysis to public hospital introduced the balanced scorecard, In the fifth chapter, this paper write public hospital design the balanced scorecard’s index is completed. In chapter6, this paper taking KF City People’s Hospital as an example, according to hospital strategy to design a balanced scorecard with AHP method to determine the index weights, using empirical methods to introduce the balanced scorecard into public hospital of steps and methods.
