Research On Rural Residents’ Participation In The Brand-New System Of Rural Cooperative Medical And Health Care Services

From making experiments to make it popular in the whole country, the brand newsystem of rural cooperative medical and health care services, instead of the old one, hasbeen through10years since2003. With the development of China’s comprehensivenational strength including political, economic and culture, etc. A huge change ishappening in the rural area---people have a harvest in the agriculture industry; thefamers’ living level had stepped on a new stage. At present, rural residents have notrouble in dressing, eating, living, going outside and buying necessities, but when itcomes to the illness and “stay in hospital” problem, we still have a long way to go. Thisis an extremely urgent problem and we must face it---it’s very hard and difficult forrural residents to go to the hospital, they are poor or come back to poor life because ofillness and cure it. There no doubt that the10-year carry-out brand-new system has apositive action on solving the problem and provides the necessary guarantee for thebasic health and medical community.The brand-new system doesn’t only ease the problem on “hard and expensive tosee a doctor” for rural residents, but also relieve the contradiction of people’s becomingback to poor because of illness. However, there are still many issues during thecarry-out process, for example, lack of the consideration of participators’ individualfactors, simplification of the financing proportion, various procedures of rendering theaccounts, lead and monopolize by the government, etc. The author observes from theview of rural residents, through visiting and investing the people’s participation in thenew system in two towns of Chongqing, he analyzes the factors of participating in thenew system; he also makes clear and reviews the development of the system, researchsituation and related economical theory in China and abroad. At the same time, theauthor inspects and generalizes the whole popularizing and launching situations aboutthe basic medical security system in the abroad countries. He hopes these can give some advice to our country’s new system.The author thinks that whatever it’s the highly commercialized American medicalinsurance, the patients-need-based NHS health care system in England, or the Indianperfect free medical system, rely on government and cooperate with the communitysystem in Thailand, or the legal mandatory Korean social medical insurance, we canlearn much from these countries. Based on the best practices of the various countries,combined the facts of visiting and investigating, according to the economical and socialsecurity theory, and the current knowledge, the author makes some suggestions aboutthree aspects---policy making, procedure designing and input protecting. In policymaking, the author proposes that bringing the brand new system into the national legalissue; making the famers’ satisfying financing proportion policy; preaching the brandnew system with an innovatory form and enriching the kinds of rural residents’ medicalsecurity. In procedure designing, the author brings out: draw the competition policy intothe brand new system; build the mode of right medical and health care referralprogressively; simplify the procedure of the cost applying and rendering and also bringsrelated encouraging and restricting system. In the input protecting, the author thinksabout assisting the development of the industries to increase the famers’ income; raisingthe proportion of the input and subsidy in different kinds and diseases; making up amultilevel government medical service system and fastening the speed of training aprofessional rural medical treatment group.
