Research PurposesAs the deepening development of Medicare reform in Songjiang district, the community healthy services organizations operate with separation models of income and expenditure which can reflect the public welfare services in a better way. However, the organizations still lack a set of scientific and reasonable performance evaluation systems which can assess the effect, efficiency and benefits and also provide the evidence for the government on purchasing the public services, furthermore, which can find and solve the problems in the process of development for the Medicare system and improve the service level of the system. The paper explored the performance evaluation methods for the community health services and studied the comprehensive evaluation models. The target of the study is to promote community health service performance evaluation scientifically and rationally.Research MethodsAccording to the performance survey from the health service organizations of SongJiang areas and based on the literature study, the paper provided the alternative system for the community performance evaluation index, and earried out a small selection of indicators by using two Delphi expert methods, and defined the indicator by the value sector. In order to test the operability and feasibility of this indicator, we used composite index, TOPSIS and RSR method to build a comprehensive evaluation mode and selected two community health service institutions to empirical study. ResultsThrough the study on the performance of community health service organazations, the next several results have been found:(1) the community health service organization has built up the two mainly performance indicator systems, one is performance indicator system for service contents, the other is satisfaction degree indicator;(2) the weight of indicators at each level can be calculated by using the AHP method;(3) through using a comprehensive evaluation mode to evaluate the performance of community health services for the last five years, and comparing two organizations’ performance trends, we can figure out that the results of this study is in line with the evaluation results from the Health Bureau and two community health service institutions.
