Under the new form of warfare, whether it is preparations for the war, waring, orpost-war recovery, medical support had a very important position.Health officers workingin health service in the forces are the entire body and core of the medical support.Healthofficers’ knowledge, capacity, quality and management level are directly related tomedical support capability of the force,and it plays a very important role in the wholemedical support.At present, the system of management and employment for militarymedical officers is relatively backward and unscientific, and the theoretical studies inemployment and management for health officers is not enough systematic andcomprehensive, it can no longer meet the needs of comprehensive construction of modernmedical in current army.The current situation of management and employment for healthofficer at frontier guards still has had a big gap with the medical preparation for militarybattle at new days and the task of the comprehensive construction of modern medicalservice. Therefore, to strengthen the research of management and employment for healthofficers at basement layerpart (particularly at frontier guards) is the current urgent taskof the army construction.For this purpose, this research is started with the currentsituation and need of management and employment for health officer at frontier guards,guidance with Scientific Development Concept, and to discuss the scientific method ofmanagement and employment for health officer at frontier guards, in order to adapt to theneeds of the he army modernization develops.Through the investigation and research of management and employment for hearthofficer at frontier guards of Yunnan Province,there are eight main aspects oncontradiction and weakness. Fistly, health staffing and functional tasks do not match.Secondly, the contradiction between technical positional quotas and health talents teamconstruction is outstanding. The third is the shortage situation of primary healthtechnical cadre still did not be settled effectively. Fourth, the contradiction between working and studying,training and using, is outstanding. Fifth, some primary healthtechnical cadres have the incongruous phenomenon between qualifications andoperational capacity. Sixth, qualifications and professional skills of medical corps is onthe low side,and they have less outside training opportunities. Seventh,the unreasonablephenomenon is widely exist in management and employment for medical corps.Finally,the construction of health management staff at frontier guards needs to bestrengthened. Based on the current situation of management and employment for healthofficer at frontier guards of Yunnan Province,and also referenced on the management andemployment for health officer inside and outside the country,we propose several newmeasures to strengthen the management and employment for health officer at frontierguards. The first is to establish advanced concepts, and strengthen the training andorganizational leadership of health talents team. Secondly, strengthen the innovation andfocus on training high-quality health talents team. The third is to coordinate and perfectthe management system for health officers scientifically.The significance of this study is as follows: This study is expected to providevaluable suggestions and measures for superior commanders and leading organs onstrengthening and improving the construction of medical support at frontier guards,and ondeepening system reform of management and employment for hearth officer.it has veryimportant theory significance and practical significance to improve the method ofmanagement and employment for health officer at frontier guards, strengthen theconstruction of health officer staff at frontier guards, further promote the modern healthconstruction at frontier guards,and get ready for health support to accomplish a diversearray of military tasks.
