The new rural cooperative medical system is farmers’medical mutual helping systems organized, guided and supported by the government. The first part points the research background, the importance of the research, the correlated medical insurance and cooperative medical system at home and abroad. The second part gives the conception of social security, medical insurance and the rural cooperative medical, introduces the theory foundation of medical insurance and the major foreign rural medical insurance model, and expounds the inspiration to our country. The third part looks back the past of the traditional system, introduces the construction of the new system and compares the difference between the "new" and "old" system. The fourth part analyzes the operation of new rural cooperative medical in Suixi. The thesis introduces the general situation, including fund organizing, coverage of medical insurance, beneficiary groups and fund management. The fifth part points out the main problems in the implementation of the policy. The main problems include farmers benefitting level is not high, the funding level is low, the basic-level medical service is low, the security vulnerability and the management of the new rural cooperative medical system. The last part, in the view of the problems in Suixi’s new rural cooperative medical system, proposes the countermeasure and suggestion of the sustainable development of Suixi’s new rural cooperative medical system.
