Reform Of Public Hospital Og Ganzhou City Basic On New Public Service Theory

In the recent years, the Chinese GDP kept roaring,China has became to the second biggest economics,but in China,the public health did not do well,and it have influenced the whole economy of China. So improving the public health will reduce the cost of medical treatment of the public,and it will promote the building the harmonious society and the modernization. This paper combine the actual situation of ganzhou on the basic of the academic achievement,and make a proposal about the improvement to the public hospitals of ganzhou, which will make means to the improvements to the whole province and even the whole country. And the paper makes use of the the theory of society/political science and so on,it introduces the basic conditions of ganzhou, and does the research on the improvement of the public hospitals from the new public service theory,then gives out the measures.The paper have four parts:Part one:it gives out the background and the meaning,and also it relates to some academic achievements in and abroad,then it describe the thinking advantages and disadvantages.Part two:it describes the background of the new public service theory,and the basic principles, including:(l)the function of government turns to service,(2)the public management goal is the public benefit,(3)the citizen is the center of the society,(4)the principle of human,(5)the public service is better than entrepreneurship. Then if analysis the gap between then new public service theory and traditional public administration theory,and it gives out the revelation of the theory.Part three:it describes the condition of the public hospitals in ganzhou including the basic information of ganzhou,the citizen and revolution of the public hospitals.Part four:it gives out the measures after described the basic condition of the four cities, including (1)promoting the fiance to the public hospitals,(2)consummating the service system,(3)promoting the system of staffing,(4)improving the construction of the information of public hospitals.
