| The21st century, global competition is no longer confined to economiccompetition, and more reflected in the discourse of competition, the attention ofthe competition, cultural soft power competition. Chinese civilization has been lastfive thousand years, we do not lack culture, China ’s cultural trade deficit is aserious indisputable fact.According to related statistics, China’s cultural tradedeficit in general up to10:1, even over100:1for Europe and the United States. Ina word, the main reason of this situation is lack of international voice and our weakcultural transmission power.With the quickening globalization, the growing international competition, thelack of core competencies in conventional industries, how to improve our country’sinternational voice, enhance our culture communication ability had to look to filmand television industry. Film and television industry is an important part of thecultural and creative industries. Its importance is not only reflected in as theleading industry of cultural and creative industries, realize the transformation ofeconomic growth mode, the more important is it strong communication ability andthe communication effect, but also to improve the culture soft power and to spreadthe national culture, construct the image of the state has a pivotal role. There is nodoubt that the development of screen culture is lagging behind, relative to that ofthe developed countries. The various reasons are as follow: The state-controlledright of discourse in screen culturee, financing bottleneck, the lack of relative lawsystem and regular administration for screen culture, and the insufficientknowledge of the potential of cultural industry.This thesis is divided into six parts. The first part——introduction mainlyexpounds the purpose and significance of the thesis, reviews the existing relatedresearch achievements and shows the basic methods. The second part is thefoundation of thesis. This part differs the concept of cultural creative industries andthat of movie industry, and analyze Chinese current situation of the trade deficitthrough the datum and cases. Besides, this thesis expounds the influence and thefeatures of spreading film and television production. Furth more, the thesisanalyzes results of the survey to show the psychology of foreign audience andillustrates the necessity and feasibility of developing movie industry. The third part combed the history of foreign film and some successful modes and presents thecurrent situation of foreign movie industry to summarize experience which can beused for reference in our country. The fourth and fifth part of this thesis is the keyparts of the research, based on the environment of current development of Chinesemovie industry, including the political environment, economic environment, socialenvironment and technology environment and find out the advantages anddisadvantages.
