According to "the central committee of the CCP decided to deepen reform of the cultural system to promote socialist cultural greater development and prosperity on major issues ", the intangible cultural heritage has been mentioned in four aspects in the17th the sixth plenary session. And it mentioned clearly,"developing cultural tourism, promoting the combination of the intangible cultural heritage protection inheritance and tourism, promoting tourism on cultural consumption. Intangible cultural heritage protection is valued. The exploration of the combination between Intangible cultural heritage protection and tourism will become a hot spot. Xiaogan is still in the blank in this field. this study is based on the analysis of the status quo of China’s intangible cultural heritage protection, combined with the geographical features of Xiaogan, analyzed the feasibility of intangible cultural heritage tourism, trying to explore a "filial piety culture", and the government, the intangible cultural heritage, the enterprise, the local residents participate in the development model of intangible cultural heritage tourism, developing sightseeing, watch the type, experienced, studied, the four types of intangible cultural heritage tourism products and formed product system products, and finally form intangible cultural heritage protection and tourism to support each other, promote benign circulation system. Aimed to achieve further protection and inheritance of intangible cultural heritage in Xiaogan; put forward some suggestions on the scientific and reasonable use of intangible cultural heritage; enrich the tourism resources, to provide reference for the related department of Xiaogan, and promote the healthy development of the tourism industry in this region.
