In November1999, China has made two commitments after joined the WTO and opened up film market:First, under the premise of "Chinese Film Management Regulations", the annual import of20foreign films screened as a split piece; the second is to allow foreign investors to participate in the transformation, alteration of Chinese cinema, but shall not exceed49%. On February17,2012Memorandum of Understanding,"the two sides to resolve the WTO film-related issues"(commonly known as "Chinese American Film Agreement") was officially signed, the agreement agreed to an annual increase of143D or IMAX American film, the number of Imported Films increase from20to34per year; the proportion of the U.S. box office split added to25%; imported movies being open to private enterprise in China,under the background of the WTO,according to the statistics in this papaer,in the end of the year2001-2011, China has imported a total amount of222split films, and exported673domestically produced films. Faced with fierce market competition after joining WTO, our country has conducted ongoing policy and institutional innovation to activate film-production; Ease the access conditions of the production, distribution and projection market of film; Change the cause of property from unit of state-owned producer into a corporate legal; strengthen cooperation with foreign film production facilities, encouraging the film co-production. The box office of the Chinese film has added up to13.1billion in2011, which was less than one billion Yuan before the accession to the WTO, of which the proportion of domestic films has risen from46percent to56percent,domestic film in general and also on box-office alone gained huge victory. On the export, there was673films successively enter into overseas markets, producing in the international screen the Chinese fashion.This paper argues that under the background of the WTO, the impact of film import and export on China’s film industry is in the following aspects:First, it leaded to the change of the concept of film-making in China; secondly, it promoted the mechanism innovation of the film industry. Film-making has gradually got rid of the shackles of theatrical films and film elite perspective, and became commercial and specialized. Furthermore, it stimulated the innovation of film production mechanism which covers the production, distribution, screening, and the whole industry chain development and established a the filmmaker center system, it also loosened the ratio of private capital in the various aspects of film production, encouraged the export of domestically produced films, and accelerated the developing process of China’s film industryIn addition, the import and export of film vigorously promoted cross-cultural communication between China and foreign countries, thus both cultures gradually blend in the collision. However, due to the imbalance of foreign film import and export trade, media force became unbalanced, which is harmful to the construction of China’s cultural soft power.Anglicizing the influence of film import and export on China’s film industry and cross-cultural etc on the basis of the current situation of film import and export of China’s film since China’s accession to the WTO, and then further exploring how to effectively achieve the import of the overseas film and the export of domestic movies under the background of the WTO, which is where the study value of this paper lies.
