In the rapid development of information technology today, the superiority of filmand TV advertising comparing to traditional advertising becomes more and moreobvious. In the booming multimedia era, especially with the television networks,telecommunications networks and Internet serving us simultaneously, media advertisinghas more development space and shows its unique advantages, breaking time andgeographical constraints day by day. The combination of dynamic video and staticadvertisment resulted in the transference of advertising function, from a purelycommercial publicity to part of the entertainment media.Along with the advent of the new century, the cultural industry plays a veryimportant role in mproving the international competitiveness among countries. WithChinese reform and opening up, China’s cultural industry has ushered in a rapiddevelopment era in various areas. Because of locating in China’s northeast border,Heilongjiang province develops more slowly in the field of cultural industry, comparingwith the southern coastal cities and developed areas. But this does not mean that we arebackward and negative. We should promote the rapid and efficient development ofcultural industry in the field of film advertising by making use of favorable resources ofthe local culture and local characteristics, drawing on the experience of other regions.The construction of the cultural industries in Heilongjiang, can not do without thefilm and TV advertising. We should carry it out successively, focusing on thedevelopment of the innovative trends, creative research of television advertising and thecultural industries, and the innovative routes under the guidance of theory. By means ofinvestigation and analysis on the current subject group construction of China’s culturalindustry, we can study the problems and development trends in the process of practiceand accumulate the theoretical basis and practical experience for the construction of theHeilongjiang cultural industries, in order to achieve the goal of mutual developmentbetween economy and culture.
