A Study On The Reason Of The Collapse Of The Communist Party Of Soviet Union

Whether the ruling party can be aware of its own administrative responsibilities and put them into practice effectively is the main reflection of being loyal to its ideals and the major source of winning the masses as well as the loyal administration, and also the key to consolidating its ruling position. From the now perspective of administrative responsibility, this paper analyzes the reasons of the collapse of the Communist Party of Soviet Union with deep exploration, which is of great theoretical and practical significance to today’s Communist Party of China and other socialist countries to strengthen their administrative responsibility construction.With the guidance of Marxist-Leninist basic principles and rich historical materials, this paper has made a realistic and down-to-earth analytical study on the collapse of the communist Party of Soviet Union by using literature, historical, comparative and class analysis method, This paper has not presented the whole and complate reasons of the collapse of the communist Party of Soviet Union. However, with the perspective of administrative responsibility, this paper has analyaed and presented the historical facts that are closely related to administrative responsibility, and thus drawn the reasons of the collapse of the communist Party of Soviet Union, with provides lessons and experience and positive enlightenment for the chinese Communist Party to strengthen the construction of its administrative responsibility. This paper consists of six parts. The first part expounds the significance and basis of the topic choosing, literature review, the train of thought on the issue and the main idea of this paper. The second part elaborates the responsibilities that the ruling party should bear and some relavant concepts and theories. The contents included in the administrative responsibility and its extreme importance to the ruling party have paved the way for the next part. The third part analyzes and concludes the Communist Party of the Soviet Union, including the four major manifestation why this proletarian party lost its ruling position during its more than seventy ruling years:ignoring the theoretical innovation and the degradation of the party’s governing capacity; violating the party’s foundamental principle and having weak awareness of governing; lacking accountability mechanisms and having corrupt tolerate right; totally indifferent and giving up the leadership responsibility of safeguarding national unity. The fouth part analyzes and summarizes the main reasens why the Communist Party of the Soviet Union had lost its ruling position:old-fashioned in thinking and monoplizing truth; only paying attention to national power rather than people’s well-being; the rigid constitution had delayedreform. Through the previous analysis of the reasons that the lost of administrative responsibility led to the the collapse of the Communist Party of Soviet Union, the fifth part draws the following enlightenment for the sigle-party governing of the Chinese Communist Party:strengthen the awareness of governing and be clear about the governing mission; reinforce the scientific construction of the ideology and promote theoretical innovation; intensify the construction of political civilization and standadize governing behavion. The final part draws the conclusion of the whole paper.
