From the1930s on, American Social Welfare Security system established. After70years of development and perfection, it has formed a model with the characteristic:combination and diversity, project with the diversity of the hierarchy, the diversity of the capture of the capital, and imperfection of the system, which not only makes the social contradictions of the United States ease, but also makes people’s life better. What’s more, it has a positive effect on the American capitalist economic development and social stability. Meanwhile, it also produce some of the negative issue.This article is divided into three parts.The first part narrate the stages of the development of American Social Welfare Security system of the20th century in terms of chronology in detail, which are divided into four stages, preliminary building stage, development peak stage, gradually shrinkage stage, and reform transition stage so that the readers have a better understanding of the American welfare system process of development longitudinally.The second part summarizes the characteristic of the American Social Welfare Security system:management and operation with combination and diversity, project with the diversity of the hierarchy, the diversity of the capture of the capital, and imperfection of the system. The author explored American Social Welfare Security system from different angles.The third part summarizes the impact on American society. On one hand, the author began to have an evaluation from the positive influence.On the other hand, the author analyzes many problems existing in the development of the implementation process, such as the ignorance of the sense of society, the growing population aging and so on.
