Study On The Reform Of State-owned Arts Troupe In Heilongjiang Province

State-owned troupes are the backbone of booming socialist art and undertake theimportant mission in the construction of socialist spiritual civilization. With the developmentof society and the improvement of the of people’s living standard, some existing system andmechanism seriously restrict the need of the public cultural institutes to becomediversification and multilevel. Especially for the state-owned troupe, it become more andmore difficult to adapt to the needs of the development and prosperity of cultural undertakingsand cultural industry under the market-oriented economic system.This study focus on the reform of state-owned arts troupe supported by the Heilongjiangprovincial finance and expounds the realistic situation of it. It also summarizes therestructuring experience of the related provinces, and analyzes the main problem it faces andputs forward the countermeasures to restructuring. The research will enrich the theory oforganization and management and provide certain reference and examples for thedevelopment of government and related departments’ guidance for culture industry and thevarious enterprises cultural development strategy.
