| The Britain is the earlier country that established the welfare state in the worldafter World War II, and it has the rich experience. In the present background ofestablishing our own new style of social security system, to take a retrospective lookat the experience of British social welfare will be great benefit to consummating oursocial security system.Throughout the history of relieving the poor, most of scholars focused onresearching the old and new Poor law, but not the statutes before the Poor Law. Andthere is little research in subject of relieving poor in the early Tudors. So this paper tryto spread out an comprehensively overall exposition on the subject of relieving poorin period of Henry VIII, which is representative in the early Tudors, and also to pointthe influence and significance of the statutes and concrete policies of relieving poor inthe period of Henry VIII. This is the original intention of writing this paper.The first part of this paper is a brief introduction of the research status on thesubject of researching in poor relief in the early Tudors in the academia of Europe andAmerica.The second part of the paper is the main body. The first chapter is thesystematical illustration about the time’s background of emergence of the poor and thegeneral situation of the poor people in the early period of Henry VIII. This paperexpounds the reason that the poor emerge in the aspect of early enclosure movement,dissolving monasteries, impact of immigration and wars. Chapter two expounds thepoor relief issue in period of the Henry VIII in the aspect of the ideas of treating thepoor, the statutes that enacted by the Parliament and the implementing of thestatutes.Chapter three is the evaluation of the poor relief in the period of Henry VIII,which include the based role of in the development of poor relief and the experienceon poor relief for other countries.The third part is the epilogue which summarized the whole paper, and hope thatour country would benefit from this part of history in terms of perfecting our socialsecurity system. |
