Liao Dynasty that is built by Khitan people is a very important ethnicminority’s regime in the history of China.The rulers of the early Liao Dynasty founda series of national policies, especially the Han people’s policies, which have greatinfluence over China’s history.The policies play an important role in Liao’s laterprosperity and ethnic fusion. The early Liao Dynasty is the stage in the history ofLiao that developed from starting to prosperity,from slavery to the feudalsystem.The policy of Han People is the focus of the policy of the national policy.It isnot only because of large Han population,but also because of Han People ‘sindispensable position in the political, economic and cultural affairs of LiaoDynasty.There are rich connotations in the early Liao Dynasty’s national policies.Thesepolicies are suitable for the realistic situation at that time. They have great influenceon the history of Liao dynasty then and later.On the one hand, it consolidates theKhitan regime’s foundation.It also realizes effective adminstration to Han peoplesettlement.On the other hand,the national policy of Han people benefit theimprovement of productivity level of Liao Dynasty and it also has promoted therapid development of culture and education of Liao Dynasty. At the same time, aseries of Han Chinese policy is conducive to the communion and fusion duringdifferent nations within Liao territory.This paper is based on previous research resultsand the extensive collection of related literatures.The paper aims to fill and modify thedeficiency of this kind of problem’s research.Through exploring the Han people’s policy of Liao Dynasty,we can better understand LiaoDynasty’s original history and the national relationship of this period.,especially the relationshipbetween Han people and Khitan people.It can provide certain reference for us to correctlyhandle ethnic relations and promote the national economic and social rapid development.
