Authority volunteers are an integral part of volunteers, whether the organization and management of volunteers success or not just based on the performance of management. The management of authority volunteers is different from normal services management and volunteer management in other areas, which is based on the nature of the work of authority volunteers and the particularity of volunteer work. It was confirmed by the particularity of volunteers in Wenchuan Earthquake and Beijing Olympics that we have to do more research about the management model of volunteers. There has an important practical significance on the research of the management of authority volunteers. This paper, started by the characteristics and the function of authority volunteers, will have a comprehensive and in-depth study about the situation of volunteers management of domestic and international; will have a review of the gains and losses of the management of authority volunteers in Wenchuan earthquake; will have an analysis about the strengths and weaknesses of authority volunteers management, which is combined with an overview of China’s volunteer activities; will put forward a countermeasures system to the core issue. The study will provide a theoretical and practical basis to authority volunteer management system agencies, and will provide useful lessons for the services of authority volunteers and the construction of volunteer management system in other areas.The study reached the following conclusions:1. Authority volunteers who are staff of party organs and department of government, devote their own time and energy by provide volunteer services spontaneously, engaged in social services and public work with no pays, participate in volunteer service on a voluntary basis.2. Authority volunteers have features of spontaneous, voluntary, altruistic, quasi-governmental.3. The services of authority volunteers play an important role in improve the social security system, promote social positive interaction, promote local economic development, improve the social civilization.4. National research of volunteers has 10 more years, but it is blank about the research of authority volunteers at home and abroad, we should probe the common trend of the development of authority volunteers by compare the background of emerge, services area, the situation of volunteer and the problems in domestic with the development status of abroad.5. Authority volunteers in Sichuan province, as the member of volunteers in 5.12 earthquake disaster relief, effectively compensate for the shortcomings of government failure by characteristics of large number, diverse composition, fast, active; reflects the flexibility of volunteers; effectively compensate for the blank of market; meet the needs of affected populations; improve the efficiency of resource allocation.6. There are some problems of management system, for example:insufficient funds, Talent shortage, Chaotic organization and management, Low degree of specialization, Low sustainability, exposed under the management of provincial authority volunteers of Sichuan in 5.12 earthquake.7. A clear management system is essential to keep authority volunteer services provided orderly, and whether the authority volunteer services can be operated orderly largely depends on the soundness of the system.8. The construction of the management system of authority volunteers can promote the organization’s main decision-makers to better support and achieve the strategic objectives, can match the arrangements in making the choose of opportunity and the investment of time and resources, can use fewer resources and time devoted to correcting errors to achieve the strategic objectives of voluntary services.9. Authority volunteers gain more attention from people as the particularity of the work. Volunteer career developed so far, corresponding laws and regulations have been formulated, but supervision institution is not perfect. It is not conducive to the development of volunteer organizations. We should construct the system of organization and management, recruitment and training, protection and project innovation under the conduct of corresponding laws.
