Armed Forces Involved In The Disposition Of Group Events

At present, it is universally acknowledged that China has entered a sensitive period. We are facing not only new opportunities but also a lot of new challenges. At this point, all kinds of social conflicts are becoming increasingly conspicuous. Meanwhile, in law times, people are becoming more and more aware of their legal rights. The contradiction between them has resulted in a growing number of mass incidents, which are the most prominent problem that affects social stability a lot. As an important part of the national armed forces, in order to maintain state security and social stability, protect facilities and objects significant to the state, safeguard people’s lives and properties, disposal of large-scale mass incidents is one of the core missions of the Armed Police Force. Currently, in some regions, sudden mass incidents frequently happen, which influence social stability and disturb the harmony of society. Such unexpected incidents involving mass participation are to handled appropriately by the Armed Police Force. Efforts are to made to resolve conflicts and disputes in the bud and at the lowest level. All of these goals have to be achieved through a rational analysis of the causes of the incident, a good judgement of the nature of the determination, a comprehensive understanding of the principle of disposal and an appropriate employment of the tactical countermeasures. As a consequence, in order to further enhance the efficiency of the Armed Police Force in the disposition of mass incidents, it is necessary to reflect on Group Event Handling Work of the Armed Police Force.At the moment, the Armed Police Force are faced with many difficulties in law enforcement in dealing with these unexpected mass incidents. There are a lot of problems to be settled. Based on theories of the disposal of Group Event, the author analyses the concepts of Group Event, the theoretical basis and the legal basis of Group Event to show the necessity, legality and legitimacy of the disposal of Group Event. By studing a number of relevant cases, the author summarizes basic successful experience of the Armed Police Force in dealing with Group Event, and points out the problems in the disposal of Group Event. By analysing the related reasons of these problems, the author expects to have a macro, comprehensive and accurate understanding of the status quo of the Armed Police Force handling Group Event. Allowing for a major set of problems and issues of the Armed Police Force in dealing with mass incidents, and in light of the current situation and Sichuan’s practice, the author puts forward some suggestions and countermeasure, from "strong internal strength training" and "optimize the external environment" the two angles, on how to make good preparations, how to define the nature of the incident correctly, how to employ of the policy basis and strategies accurately, how to improve the legal environment and how to optimize the social environment, expecting to improve law enforcement capabilities of the Armed Police Force. This paper interpretes and elaborates the newly issued "People’s Armed Police Act", and points out that "People’s Armed Police Act" should be further implemented, contributing to improving the legal environment of the Armed Force handling Group Events. By summing up experience in Sichuan People’s Armed Police Corps and the resident police carrying out "double peace" activities, the author finds that some basic approaches during those activities must be further employed so that a harmonious society can be created, which are a must to improve the capabilities of the Armed Police Force in dealing with sudden mass incidents.In this paper, by studing related theories on handling Group Event, and analysing the basic situation,main problems and reasons, the author has drawn some constructive conclusions on how to solve the problem involved in sudden mass incidents, which benefits the Armed Police Force when dealing with such events, and can help to reduce their risk.
