Urban public transport is closely related to the lives of the masses.It is a public welfare concerned to daily livelihood and it is thebackbone of urban transport. With the acceleration of urbanizationand growth of urban population, the private welcomes a sharpincrease; however, the lagging urban transport leads to congestedtraffic. Every local government and related departments undertakethe responsibilities for it and they should actively develop publictransport and implement the development of urban transport inpriority by making standardized, scientific and reasonable traffic lawsand regulations,. Then, it has become a difficult problem for eachlocal government on how to solve the problem of daily transport, howto solve the problem of traffic congestion and how to achieve asustainable urban development.It starts from the current situation of urban transport by makinguse of different research methods, such as case studies, socialsurvey, material collection, etc; it analyzes various transportproblems objectively; it introduces the government responsibilitieswith concepts of public services and public goods; it introduces thesuccess of public transport in New York, Tokyo and Curitiba; it deeplyanalyzes the development policies every local government should promote in process of public transport development; it expects todevelop the public transport in priority and hopes to provides someinsights and tips for relevant government and authorities.It follow three steps, identify the problems, analyze the problemsand propose the countermeasures. Firstly, it introduces the conceptsof service-oriented government and public services in brief,elaborates the necessity of developing public transport in priority,and explains the duties of each local government in developing theurban transport; secondly, it starts from introducing the successfulpublic transport in several foreign countries, which helps offervaluable information for our government. Then it reviews the historyof public transport in our country, lists the current problems andanalyzes the difficulties. Thirdly, it analyzes the reasons of ourlagging public transport from 5 aspects: lack government functions,weak policy support, lagging public services, incomplete reform andinappropriate promotion. Fourthly, it proposes the concrete policiesfrom 7 aspects: strengthen government functions, improve laws andregulations, increase proportion, perfect its layout, introduce hi-techand accelerate reform.
