So, the subject analyzes that how todevelop low-carbon economy and develop what kind of environmental control policytools，which will need to study.Therefore, this project aimed to study the mode of development of low-carboneconomy and environmental control policy tools in the background of a low carboneconomy; try to seek a reasonable way of low-carbon economic development, andcoordination of carbon emission control policy tools.First, sort out the contents of the research background, literature review andstudy of the Externality theory, the Coase theorem, the theory of the Pigovian tax,market failure theory, then get a comprehensive overview and understanding of theNecessity, feasibility, and the tool itself features for carbon emission control policytools under the background of a low carbon economy, in particular, several importantcharacteristics of the proposed control tools to develop the principles and tools; andthrough the international experience of low-carbon economic development, comparedto the present situation of China low-carbon economic development, then proposed auseful new carbon control policy tool for low-carbon economic development; Finally,combine the theoretical tools, low-carbon economic development status,characteristics of regulatory tool, domestic and international experience, proposed the principle, methods adapted to selection, optimization or coordination for thelow-carbon economy .Through the above analysis, the pursuit of the low-carbon way of economic ofcoordinated economic development and environmental development is imperative; although the direct control carbon, carbon trading, carbon tax such as energy savingtool is significant effect in different contexts; but there are also a certain lacks, needvoluntary emissions reductions, carbon futures market, carbon finance transfers, andother means of social advocacy and public education as a stop-gap measure.
