In order to carry out the state laws and policies of building energy saving, improve public building indoor environment, improve energy efficiency, China enacted the "public buildings energy efficiency design standards" in2005.The "standards" points out two methods for the enclosure structure energy saving design of public buildings:the direct determination method (the table checking method) and the comparative judgment method. Due to the process of comparative judgment method is complicated, designers often want to use the the table checking method, but the design scheme that may not gain the best effect-fee proportion. In order to ensure the effect-fee proportion (the ratio of energy saving effect to energy saving cost)of energy saving design scheme in optimal state, on the premise of which, find the clear direction to adjust enclosure structure, thermotechnical design parameters, that this method can be applied in relatively simple and quick, this paper studies the enclosure structure energy saving design of office buildings in chengdu area, and the government office building as a representative.For seeking the relevant law, and sums up the energy-saving design ideas of office building in chengdu area finally, the paper used the energy consumption simulation software DeST-c to calculate the energy consumption of a variety building energy saving design scheme, and applied the cost-effectiveness ratio to analysis energy saving design scheme of the different point of view.In view of the above objectives, this paper focused on the following research content:(1) Analyzing the influencing extent of every enclosure structure thermal performance to building energy consumption, and the effect-fee proportion of different energy saving technology;(2) Analyzing the influence of enclosure structure effect-fee proportion changes to the whole effect-fee proportion of energy saving design scheme;(3) Because of the south area ratio of window to wall in this office building model is0.34, not beyond0.7which is the limits of "standards", so the impact of south area ratio of window to wall increases to energy efficiency design has analyzed;(4)Analyzing the influence law of each enclosure structure thermal parameter changes to building heating and air conditioning energy consumption.Through the above analysis, the study shows that,since the "document65" has released by the fire department of public security bureau, the descending order of its influence to building energy consumption is outside windows、external walls and roof, and the influence of roof thermal performance to building energy consumption is very weak, it’s not worth to spend a lot on its thermal performance improving. To improve the whole effect-fee proportion of energy efficiency design scheme, should try to improve the outside windows thermal performance, optimizing choose the Low-E hollow glass with plastic-steel frame, and the energy saving technology of walls and roof should first choose self-insulation, this idea can provide clear direction for energy saving design personnel.
