Based On The Theory Of Increases The Power Of The New Rural Cooperative Medical Care System Research

The rural cooperative medical system has met the tenth year since its generation,and really got good performance, but there still some internal problems that have givenrise to different reflex. It may be a meaningful attempt to introduce the theory ofempowerment to survey the new rural cooperative medical system and analyses itseffects and problems. According to the theory of empowerment, China’s ruralcooperative medical care system,since its inception, has experienced a changingprocess which is germination-development-splendor-recession-disintegration-torestore and explore-innovation, which is also the changing process of the social systemwhich is self empowerment-government empowerment-disempowerment–incomplete empowerment-regression of empowerment. The implementation of newrural cooperative medical system reflects that peasants’ status as a main body havegained the attention of the government,but unbalance,appeared in the process ofrunning system has held back the function of the power of peasants,which insults the inincomplete empowerment. Thus, Government should pay more attention on peasants’rights and power of participations, encourage and introduce peasants’ self-organizationto grow up, and which will help to establish the empowerment model ofdecision-making system empowerment, rural organization empowerment and personalpeasant empowerment.
