| If health human resource can make full use of people’initiative, it will produce the work efficiency of1+1>2, which is the biggest difference between health human resource and other health resources. The excess, shortage, or unreasonable use of health human resource will binder the development of health services. With the development of market economy and the reform of medical and health system, township health centers are confronting with fierce competition. At the same time, the allocation of human resource in township health centers has fallen behind the requirements in rural health centers. As a result, it’s necessary for township health centers to reform the irrational allocation of human resource and explore the effective patterns to allocate the human resource, which is also of quite importance for the primary health care institutions to relorm their personnel systeBased on the theories about human resource planning and allocation, and the first-hand data of X Center hospital, this paper analysis the current situation, problems and their reasons of the allocation of human resource in township health centers, and gives some advices on the problems, which provides a reference for the primary health care institutions.The paper firstly describes the definition of health human resource and health technicians. Then it reviews the theories on the allocation of human resource. Finally, it gives the description of the basic information, such as the current organization, business and human resource in X center hospital. In this paper, we use labor/population ratio method, method of proportional computation, post capacity act and so on, to calculate the number of staffs, attaching great importance on the allocation of technicians. At last, we give the conclusions and advices on the X center hospital. |
