On April7,2009, Xinhua News Agency forwarded the file of The Plan on Recent Priorities in Carrying out the Reform of Health Care System (2009-2011), which marked the health care system in China is progressing into a new era, which is also an important tutorial reference of the future medical reform in China. In accordance with the current situation of new reform, and based on the managing problems being faced by the primary hospitals, this paper tried to discuss the future management and development strategies of Youxian People’s Hospital.Learning from operation and management theories and ideas of the domestic and international hospitals, the writer planned the strategies of Youxian People’s Hospital in recent years.Firstly, the author analyzed the management problems faced by Youxian People’s Hospital under the new health care reform environment, made a analysis of SWOT on the hospital’s actual situation, basic infrastructures, medical equipment, medical technology, financial situation, HRM situation, internal organizational effectiveness and basic condition and situation, etc, listed the advantages, disadvantages, opportunities and challenges that the Hospital will be facing. Then expatiated on the Hospital’s management strategies, the specific operation theory, management mission and target, including the ’Differentiation Strategy for Adapting to the Medical Market Competition’, the ’Strategy for Implement of the Separation of Dispensing from Prescription Policy and the Strategy for Increasing Income and Reducing Expenditure’, the ’Decision on to Support New Rural Cooperative Medical System and Adapt to Regional Medical Alliance Strategy’, the ’Policy on How to Strengthen the Internal Work Management and to Enhance the Medical Quality’, the ’Implementation of Refined Management and Improvement of Service Efficiency’, the ’Implementation of HRM Strategy and Differentiation Staffing Strategy’ and so on. Finally, in terms of the management strategies the Hospital made, the author discussed the implementation and control of the Hospital’s management development countermeasures, raised the implementation principles and put forward a series effectual methods in six aspects to secure the execution of all the strategies, including how to strengthen the team building and informationization building, to make effective communication between hospital and patients, to build Learning-hospital, to set up medical treatment specific brand and to make up a long-term system on legally managing hospital. In the end, the author propounded the evaluation and control methods on the implementation of the management strategies, to set up a scientific and objective evaluation index system.It is so important that the management problems the Youxian People’s Hospital faced under the environment of the medical reform and its related strategies research in this paper will greatly promote the long-term sustainable development and improve the key competitiveness of the Hospital.
