| Community health services (CHS) the government provides for the realization of public welfare undertakings of a public service is a breakthrough in health care reform. To establish and improve the CHS based on a new urban medical service system has become nation’s focusing on the development of medical and health care. At present, the development of CHS has marched into the critical period, some cities have already carried the actual operation exploration and made to certain results, but overall, there are a series of problems to hinder its sustainable development. The government has the responsibility to solve these problems. Only further strengthen the government’s responsibility, the CHS can obtain the continuous development. Therefore, the research of government responsibility in the development of urban CHS has the extremely vital significance.In this paper, author based on Qingdao CHS empirical research, interprets the concept of CHS related to the theory and points out the government in the construction of CHS plays an important role, in order to further clarify the government’s duty in urban CHS. Through the investigation of Qingdao CHS construction, analyzing the performance of government responsibility, and then exploring the lack of responsibilities and reasons in formulating and implementing policies and regulations, allocating the medical resource, financial investment and personnel training. On the basis of analyzing the revelation of construction mode of CHS of four countries abroad (Britain, America, Australia and Singapore) to the development of CHS in China, the paper puts forward countermeasures and suggestions to strengthen the government responsibility in urban CHS from thought, law and policy, management system and space environment aspects.According to the stage of development of urban CHS and the function of government in the development of CHS in Qingdao, this paper discusses the deficiencies of government’s function in developing of CHS in our country, and strengthens the government responsibilities from the law, policy and operational environment aspects in the development of urban CHS. |
