The original file as The Minutes of Shanghai Municipal Council, Municipal Report and Budget and the Shanghai local chronicles were used to recovery the Police Stations which were set up during1854, the year Municipal Council was founded, and1943, the year Municipal Council was revocation. The coordinates of the Police Stations were measured and display on the map.The progress of establish a Police Station was related with the development of an area. That means only after this area was developed-have enough population and buildings, a Police Station would be built. This relationship was proved by the highly positive correlation between the population and the numbers of the Police Station. So it is reasonable to use the Police Station as an alternative indicator of urban development.The former indicator used to urban development of Shanghai International Settlement was the territory which was simply but the conclusion was inaccurate. Others by recovery the development process of the block which was accurate but needs huge workload. The method by use Police Station in this thesis was low workload and the conclusion is acceptable, and the most important thing was it can be wildly applied in different cities.This thesis also studied the administrative processes of the International Settlement. The highest administrative organ-Municipal Council was responsible for the highest authority-Foreign Ratepayers’Meeting, and the decision-making process is democratic. These maybe the reasons why the International Settlement was always develop better than Chinese community of Shanghai, rather political system than national.
