Research On The Assessment Of Government Information Openness Through Provincial Government Portal Website Based On Analytic Hierarchy Process

The Pepublic of China on Open Government Information formally implemented in May1,2008,which marked China’s government information openness on the work of a higher demand. With the continuous development of e-government and mature, the Government has gradually become the portal of the Government one of the main channel of information open. Thus, the current government information portal of the Government to assess the situation open to find out the government information portal in the course of the problems, and improve government’s public service quality, has very important practical significance.Based on the research status on the basis of investigation and analysis, using multi-objective decision theory, AHP has established a provincial government portal site evaluation index system. Which set the target system and determine the weight of the process, the paper also uses an expert survey, the questionnaire form by the weight of each indicator set were investigated. And then using the evaluation index system of provincial government portal of government information to assess the situation on the portal site of the provincial government comprehensive assessment rate. Through investigation and analysis, found that the provincial government portal of the government can not afford to vary the level of information disclosure, and the gap larger. Content from the public point of view, active public work relatively well, but have a lack of innovative services. To solve these problems, we propose relevant recommendations, the provincial government of China hopes to open government information portals provide some reference.This article is divided into five parts:The first part is an introduction, describes the background, significance, research methods,innovation and framework.The second part of information disclosure and the Government portal related concepts outlined.The third part of the government based on AHP evaluation model portal, information disclosure, Including the introduction of AHP, evaluation index system, determining the weights of evaluation indicators and evaluation processes.
