With the end of powerful Kuomintang (KMT) Party domination inpolitics, interest groups have ridded entire limitations of autocratic regimeand obtained development opportunities. After that, the interest groupshave developed properly and became important members to influencepolicies of Taiwan government. Since the special transformation processof democracy and characteristics of social ideology in Taiwan, the interestgroups have totally different opinions and attitudes on the relationshipwith China Mainland. However, the behaviors of interest groups are stilltractable.As the main case, the Economic Cooperation Framework Agreement(ECFA) means in the WTO allowed framework, Taiwan and ChinaMainland has signed an economic cooperation agreement which similarlyto Free Trade Zone. As an extremely important economic policy ofTaiwan government, ECFA will have a profound effect on its futuredevelopment. But it also faced with constraints before finally legalizedbecause all the interest groups in Taiwan start the game about this policyfor their own self-interest. It also provides us an example to research howthe environmental factors has influence on public policy.So we come to a conclusion though this research: During influencingprocess of interest groups to Taiwan government on policies of relationsh-ip between Taiwan and China mainland, the main ideology that leads beh-aviors is developmentalism value.
