The Research Of The Effect Of The Operation Of Government Leadership System On The Legitimacy Of The Government

Deepening the study on the legitimacy of the government to maintain thegovernment’s own legitimacy and solid the foundation of legitimacy of the governmenthas become a realistic problem must to be faced by the government. The root of thelegitimacy of the government is public opinion, and the government’s effectiveness andgood performance are the preconditions for obtaining public support. The improvementof the government’s effectiveness and performance depends on perfect governmentleadership system, so reforming government leadership system to perfect its structure andscientifically and normally reorganize the government setup is necessary to maintain thegovernment’s legitimacy.By using the method of documentary, logical analysis and comparison mainly, thispaper analyses the relevant theory of government leadership system and government’slegitimacy, point out the relation of government leadership system and government’slegitimacy, which is that the government’s legitimacy is the precondition for forming andoperating government leadership system and improving and effectively operatinggovernment leadership system are a guarantee of the government’s legitimacy, and makesa concrete analysis of the effect of the operation of government leadership system on thelegitimacy of the government from the angles of composition mechanism, organizationstructure and leadership system. Then this paper with Former Soviet Union for exampleand contacting with the reality of our country, states the problems in our governmentleadership system, which are concentration of leadership power, no separation betweenthe Party work and the government work, unreasonable organization structure, unsoundcomposition mechanism and imperfect system construction, analyses the negative effectof imperfect government leadership system on the legitimacy of the government, andpresents the basic path of perfecting government leadership system, which is, firstly scientifically classify leadership authority on the basis of further devolution of powers,secondly scientifically standardize the relation between Party and government, thirdlyoptimize organization structure of government leadership system, fourthly soundcomposition mechanism of government leadership system, fifthly perfect governmentleadership system.
