Public security is an important sector to safeguard national security and social order andstability. Public security under the leadership of Chinese Communist Party for the nationalconstruction and social development has made an irreplaceable and important role obviouslyfrom 1949. But with the reform and opening-up policy, China’s economic development mode,political ecological environment, social development level appeared significant change thatattract worldwide attention. The domestic situation continuously produces new situation, newproblem, and new changes. The public security in the legal framework, around the central tasksof CCP and country make a lot of adjustments and reforms, for protecting the cause of socialismwith Chinese characteristics and promoting for the past thirty years national development andrevitalization. At the same time, the public security had encountered many of difficulties andproblems that hard to deal with by original idea, system and mode, especially in maintainingsocial stability. These difficulties came from profound changes of outside the system, but alsofrom all kinds of pressure and difference understanding within the system. Both in the pressureof holding stability is gradually increasing , the social situation is more complex, also in theconcept and method of holding stability policing was still not able to adapt to the newcircumstances. Eventually there are also some imposed limitations from present system andmechanism objectively. There are several reasons for today’s situation,and it closely related thegeneral characteristics of China which was deep reforming in economic system, social structure,interest pattern and ideology.How to improve the ability of maintaining stable of public security and solve thepredicament of public security in maintaining social stability has become the main question inthe present and the future. Although in recent years, the CCP Central Committee, the StateCouncil, Ministry of Public Security, some public security colleges and the public security at alllevels, including the majority of police officers have put forward many new ideas and newmethods for the settlement of this question. Also the consciousness and measures of maintainingsocial orders has increased apparently, and the work-style and fighting capacity of police forcehas improved significantly, but still have not solved it fundamentally. At the same time, in the field of the public administration research appeared new public management and new publicservice theory. They query bureaucracy, uphold the values of efficiency, advocate theintroduction of private sector management methods, emphasize the government’s serviceconcept, and they provide the theoretical basis for government to better improve efficiency,promote justice and serve society. In the process of reinventing government, the United Statesand other European countries’ police departments are constantly absorbing the essence of thetheory for them own use, and have begun to enter the fifth stage of policing revolution. In thisstage, they abandon the traditional policing mode, positive return to society, introduce thedecentralization and market mechanism, more pay attention to the economic and social benefitsof policing activities, effort to reverse focus of police work from specialization to socialization,and have made some beneficial experience that worthy of remark for us. This article through tointegrate the new public management, new public service theory and the domestic political andlegal system and practice achievements, evaluate and analysis the status quo of holding stabilityobjectively,as well as use the experience of western countries for reference,and try to putforward some countermeasure and propose solutions which have realistic meanings for thisquestion.
