Research On The System Of China’s Agricultural Product Export Credit Under The WTO

Our country agricultural product exports accounting for the proportion of the total amount of foreign trade has been declining. The data underly that the present situation of China’s agricultural product export is in danger. To increase the farmers’ income is the key point to tackle the three issues about farmers. Domestic market is limited, The international market is an inevitable option under the back ground of domestic agricultural production harvesting for years runningThe significance of paper lies in that China has became the world’s fourth largest exporter of agricultural products, but China’s experience of agricultural export in credit support is limited, Institution and system construction are not perfect. The primary purpose of the research is of perfecting theory of China’s export credit system and putting forward my own opinion for the construction of China’s Export Credit system by comparative studying Export Credit system of other countries. One of the innovation points is that we study Export Credit system by agricultural productsThis article is composed of five parts, except preface and conclusion. The first part is the introduction of Export Credit System depending on method of historical research, which is distorted international trade in essence. Along with the development of international trade, Export Credit System evolved into three parts, including Export Credit, Export Credit Guarantee and Export Credit Insurance, which are have different functions in practice.The second part analyses Export Credit, Export Credit Guarantee and Export Credit Insurance from the legal perspective by means of empirical analysis. After analysing Canadian and Brazilian aircraft subsidies case and Brazil v. United States cotton subsidies case, we can know that keeping breakeven of Export Credit Department and transparent of operation will legalize Export Credit System.The third part is about China’s agricultural product export system and advanced experiences of The United States, Australia and Italy, which have their own characteristics by comparative analysis; there are many things to learn. We draw the conclusion that, because of national conditions of China, advanced experiences must be learned, and others of unadvanced experiences of these countries which is in favor of China’s agricultural product export must be learned tooThe fourth part mainly introduces China’s agricultural product export and agricultural product export credit system. Empirical analysis is necessary. By means of a large number of data analysis, we can understand the characteristics of Chinese agricultural product export, which will help us improve Chinese agricultural export credit system. Because of significance of Chinese agricultural product export and measures limited of agricultural product export credit system, particularly, export credit department is limited, we must to draw the fifth part.The fifth part is about how improve and perfect China’s agricultural product export credit system, which is the other innovation point. The experience of other countries tell us that Export Credit, Export Credit Guarantee and Export Credit Insurance, which are have different functions in practice, should be developed at the same time. First of all, Export Credit mainly provides direct loans, especially for the higher risk financing business. Secondly, Export Credit Guarantee further developed with regulations, we should set up export credit guarantee agencies for agricultural products export, make it institutionalization and legalization, keep the profit and loss balance to effectively avoid countervailing litigation and gradually introduce commercial organizations to participate in it. The last and the most important, Export Credit Insurance should be developed, which is in conformity with tendency of export credit system development. Its most important characteristic is commercial operation, and strong keeping profit and loss balance ability; In the future, its will attract commercial insurance agencies involved in, and effectively use social capital and implement national policy.
