Nowadays throughout the world, with the development of public budget conception and system, either advanced capitalist countries or developing countries are positively seeking path and system to better achieve the budgetary democracy. As public budget’s innovation mechanism, participatory budget is well implemented and developed in many countries and areas. Constructing participatory budget system positively and achieving government’s democratic, law-governed and efficient public finance budget are not only a budget technical problem but also a significant political and social issue. Being a direct democracy realization form, participatory budge is directly involved in the public finance budget through the public which has fundamental significance for remedying defects of the representative system.In China during recent years, by means of a series of methods including the government information publicity system, the central government has intensified the public’s supervision towards public finance budget of governments at all levels. Some areas, through various forms, have also enforced the case experiment of the public’s direct involvement in public finance budget and therefore achieved some fine results. However, with regard to the participatory budget theory’s cognization, effective practice as well as the holistic construction of China’s participatory budget system, there still leaves much to be desired. Consequently, there are of certain theoretical and realistic significance to do closer study on China’s participatory budget system.This article will do research on China’s participatory budget system from the following four aspects. Part one is "Basic Principles of the Participatory Budget System". In this part, it aims to do a simple classification on participatory budget at home and abroad and sum up its basic connotation. According to the historical overview of participatory budget’s background and theory, it elaborates its the basic theory of foundation and reasons; combining with the realistic background of China’s participatory budget reform, it illustrates the significance of our constructing the participatory budget system. Part two is "Practice and Evaluation of China’s Participatory Budget". It mainly makes an evaluation and analysis of China’s participatory budget on the basis of individual cases and comparison of China’s central and provincial public finance department’s participatory budget practice and municipal-level below local finance department’s participatory budget practice. Part three is "Foreign Participatory Budget System and Its Enlightenment to China". It summarizes foreign participatory budget’s experience and enlightenment on the basis of individual cases’ description of Brazil and America (developing country and developed country respectively)’s participatory budget. Part four is "Thoughts and Advice on Constructing China’s Participatory Budget System". Through investigation of participatory budget practice at home and abroad, it puts forward a basic idea of constructing China’s participatory budget system; And on that basis constructing the system including perfecting and revising the relevant laws based on constitution, defining the principles of the system and how to perfect the related system involved in the participatory budget system.
