It’s significant that developing and managing human resources effective in social organizations, and it’s also the key to guarantee social organizations to grow healthy and get success. As an important component of the whole social human resources, the management of human resources in social organizations is inseparable from the value system and senses of mission, and this is the most obvious feature of the human resources management in social organizations.Nowadays, social organizations in our country are going to blossom and flourish, their amounts are growing, their scales are enlarging, and their impacts are becoming more outstanding. The human resources development and management in social organizations have get some achievements, and social organizations already became an important channel to absorb employment, an effective path to cultivate talents, and a major platform to evaluate talents. However, there is not a standard human resources management system in social organizations, and still having several problems, including lack of professionals, brain drain serious, and so on. And they came to the bottleneck which were restricting social organizations developing forward.By observing human resources’current situation of social organizations in our country, can find some problems and analysis why they existing. And the critical issue to solve the problem is to construct a system of human resources developing and management in social organizations. Through knowing of some successful experience of human resources management in non-profit organizations in other countries, like USA, and so on, can provide theoretical basis and reality reference to social organizations in our country. At first, it need a strategic planning and an explicit goal. Second, the government should build a good human resources construction environment, and increase the investment of construction personnel. The third, each link of human resources management must be paid attention, and the most important is to perfect the talent recruitment and introduction mechanism. At last, developing and inspiring volunteers to make human resources development and management more effective.
