As we all know, service type government is different from the power typegovernment, the command type government and the control type government. Theservice government is the government which under the rule of law, is the democratic,limited, accountability, and civil government. At present, there are three factors whichhave negative impact on the development of charity ability of the non governmentorganization (NGO). On one side, the first factor is the negative impact of socialculture. On the other side, the non government itself has the ability inadequacy. Lastbut not the least, the vacancy of government law and the restraint of administrativeenvironment are the factors which we cannot ignore. Therefore, in order to provide agood external environment for the development of NGO, we should regulate thegovernment, perfect the law and regulations in the process of building the service typegovernment. In China, the promotion of non government’s charity ability which is theresultant force of the government, NGO and social culture, has close contraction withthe construction the service-oriented government.This paper was written on the basis of absorbing the literature at home andbroad, applying the method of comparative study and comprehensive analysis. In thepaper, I try to study the NGO’s charity ability, discuss the ability inadequacy of thenon government’s charity in the process of construction of the service typegovernment. And we can see through these factors that the necessity of the promotionof non government’charity ability. And in order to promote non government’s charityability, we should have a clear understanding of the factors which have negativeimpact on it. These factors include the negative impact of social culture, the NGOitself has the ability inadequacy the vacancy of government law and the restraint ofadministrative environment. In the end of the paper, I put forward seven suggestionson solving the problem of promoting the NGO’s charity ability. I hope thesesuggestions can extend train of thought on public utilities management, and providefeasible methods for promoting non government’s charity ability.
