To Remove The Barrier Of System And Culture,and Realize The Equal Social Security

Peasant laborers is a special group produced in the process of urbanization development. With economic development and social transformation, many policy changes in favor of peasant laborers transfer surplus rural labor force to the cities from their hometown, becoming a new force in urban construction. However, peasant laborers donot really enter the city, but become "others" who drift away between urban and rural areas. One of the main reason is lack of the related social security policies. When living in city, peasant laborers suffered from social exclusion and discrimination. The problem of the peasant laborers social security is not only related to their own rights, but aslo related to the development of economy, and even the harmony of our society. This paper analyses the problem and the situation of the peasant laborers social security,and brings forward the countermeasures and instances to solving this issue.This article is divided into four chapters:.The first chapter makes a macroscopic introduction to the full text research background and the significance, and reviews the related theory and the situation of domestic and international research. On this basis, the paper introducts the concepts of peasant laborers and social security system and analyses the reason of lack of social security in system and culture,puting forward own ideas to improve the situation of the peasant laborers social security.In the second chapter, this part analyses the problem and the situation of the peasant laborers social security system. With the establishment of the socialist market economic system,although the peasant laborers social security system has been developed and improved from local to central government,from policies to regulations,there is still a long way to go. The main issue is not uniform、 funding difficulties as well as lack of policies and regulations.In the third chapter, the paper discusses and analyses some reasons of the above problems using social exclusion theory. We find social exclusion is a common phenomenon in the process of urbanization development,such as interest exclusion、 system exclusion and cultural exclusion.In the last chapter, Through in-depth analysis influence of social exclusion and for peasant laborers,and Marx’s thinking on the establishment of a fair social security and we put forward some feasible policy suggestions and ideas to reduce system and cultural exclusion and improve peasant laborers social security system on the basis of urban civilization and agricultural civilization unified.The innovation of this paper are mainly two aspects.First,put forward the peasant laborers is not only a professional concept but also a cultural concept. From the perspective of the agricultural civilization and urban civilization, the paper give analysis of social security system defects and the countermeasures. Sencond, dicussing Marx’s thinking on the establishment of a fair social security and we consider it as the fundamental value of target. As the same time,the paper makes a depth analysis emphasizing the intrinsic value of the social security system gived by Marx.
