On Study Of Cultural Construction Of The New Countryside In Integrated Rural Governance

The cultural construction of new countryside plays an important role in the system of rural governance in China. In order to have a realistic understanding of the status quo, problems and strategies of the current cultural construction in the countryside, the author of the paper takes the countryside in Xiaogan as an example, and has surveyed52countryside in such places as Yingcheng, Anlu, Yunmeng, Xiaochang, and so on, which lasted four months by the method of fieldwork investigation on infrastructure, economy, public cultural service system as well as local culture, and finds that certain achievements have been made in the aspect of cultural construction, but many uncoordinated problems are still existing. Concrete from the following aspects:The first part is about the study of grass-root administrative organizations, behaviors of cadres and the institutions from the aspect of ideological cognition and institutional improvement. By analyzing the data, the author deems that the rural cultural construction can only be promoted by improving the quality and capacity of party members, enhancing the relationship between cadres, the party and the masses, and strengthening the democratic awareness.The second part is on the analysis of financial investment, system and mechanism, local advantages in the countryside in Xiaogan based on the imperfect economic policy regime and the collective economy. Through investigation, it is found that the cultural construction in the new countryside can be developed by various fund-raising, cultivation of stable cultural team, the development of collective economy in the rural areas.The third part centers on the results of data analysis that the lack of cultural innovation, executive capacity and influence of cultural construction in Xiaogan lead to the low usage rate of public cultural service facilities, weak management system and scarcity of management personnel which seriously restrict the formation of public cultural system in the countryside.The forth part is on ways to construct the rural culture. According to the content, carrier and form of local cultural in Xiaogan, the author purports that the cultural construction can be successful by enriching the connotation of local culture, digging the features, making local cultural brands, developing local cultural industries and enhancing the local cultural vitality.
