Today, our people’s living standards are rising,while we could notsee the enhancing of the morality, but the crumbling of the moral sense.Facing this social phenomenon, the re-cultivation of public spirit is aserious issue we should take care. In this paper, the concept of publicspirit is made by Putnam,"Making Democracy Work". The definition ofpublic spirit is:“The public spirit is conceived in the public society, in themost basic level of moral and political values, civic and social valueorientation in mind, including democracy, equality, freedom, order,public interest and responsible for a series of basic value proposition.”Japanese Community Center was founded in1946, from1946untilnow, it has served as a social education facilities, not only enhancedthe enthusiasm and reality of citizen participation in social activities, butalso increased social capital among people. So as to, help activelycultivate the public spirit of the citizens, equality autonomy andparticipation in the spirit. Throughout its history, five stages in total:Created at the beginning of the period (1946-1949); Developing andenriching years (1949-1959); Reconstruction planning period (1959-1969); Innovative growth period (1969-1979); Perfect sublimationperiod (1979-present). In the development process, the JapaneseCommunity Center has experienced ups and downs, there have beenproblems. In this paper, the pros and cons of nurturing the public spirit ofthe Japanese Community Center in different historical periods areanalyzed and summarized, as to benefit our community educationagencies.Community Education in China started late, until the mid-1980s,the modern sense of community educational institutions began to takeroot in Shanghai. Even after20years of development, the facilities arestill not perfect. Its development has gone through three stages asfollows: Firstly, as the extension of school moral education work (the endof1985-1988); Secondly, schools open to the community (1993-1988);Thirdly, the residents involved in a wide range of phase (May1993-sofar).After sorting out the material, it can be seen now the communityeducation is mostly carried out by government, and has a strongdependence(especially in the school), at the same time, it lacks ofrelative independence. People coupled with the lack of activeparticipation in the spirit, it is difficult to carry out effective communityeducation. In this case, would be very difficult to play the role of thecommunity of educational institutions to achieve the sounddevelopment of the cultivation of public spirit. Therefore, against thelack of public spirit to cultivate our community education institutions,learning from the lessons learned since the long-term development ofthe Japanese Community Center, drawing on the lessons learned in thecourse of its development, and then give the cultivation of ourcommunity education agencies in the public spirit revelation, it is the purpose of this article.
