Study On Welfare Dependency In Implementation System Of Subsistence Allowances For Urban Residents

The System of Subsistence Allowances for Urban Residents, the ultimate safety net and safeguard net for all citizens, contributes a lot for smoothing and steadying the society, and at the same time it also provides the fundamental safeguard for the sustainable development of economic construction in China who has experienced the process of its creation to its establishment since1993when our country started to carry out the system. However, with the optimization of the city minimal assurance policy and with the improvement of the preferential policy and financial assistance, its coverage is extended and a great number of people with labor capacity also join in the group and a lot of potential problems are being obvious gradually. Although the standard for the system executed in all over the country is not higher than the average standard of the resident income, the phenomenon "the subsistence security system cultivates idlers" is being clear by degrees.Welfare Dependency was emerged from the western country and then extended in our subsistence allowances for urban residents gradually. Most developed countries carried out an array of broad and munificent welfare policies which did major contribution for the economic recovery and development in Western Europe in the postwar period. Nevertheless, one of its drawbacks that a crowd of idlers in many developed countries are unwilling to work hard but depend on the welfare can not be ignored yet.The experience of the developed countries displays that the welfare dependency has become a social problem which may influence the social equity and efficiency in the process of executing social security. What we should do is to absorb the experience from the developed countries, to combine the physical fact in our country and at the same time to keep a lookout for the welfare dependency. This paper reviews the development history of the system of subsistence allowances for urban residents in China; analyzes its current situation; explores the internal and external reasons of producing welfare dependency and takes example by the transformation of welfare system in developed countries especially by the successful experience by using which workfare help reducing the phenomenon of welfare dependency. With the combination of current reality in China, the paper also comes up with some advice for the problems about welfare dependency occurring in the practice of the system of subsistence allowances for urban residents in China such as:to conduct the capacity building for the minimal assurance personnel, to set up personal assets account, to set a certain exemption rate for income, to carry out the compulsive work experience with pay and so forth.The structure and the main content are as follow: Chapter One, the Introduction, elaborates briefly the relevant research on the current situation at home and abroad, research methods, the innovational ideas and further study. Chapter Two analyzes the theory on Welfare Dependency in System of Subsistence Allowances for Urban Residents. Chapter Three and Chapter Four elicit the revelation from the western countries on the basis of comparing the system in western countries with the one in China. Chapter Five and Chapter Six take the System of Subsistence Allowances in Dehui City as an example to find out the existing problems and the causes based on the investigation and interview. Chapter Seven offers some corresponding measures for the problems discussed above and sets up multilevel salvation standard for the minimal assurance personnel to help them to be away from welfare dependency and to overcome poverty by themselves by way of guiding individual consciousness and improving the self-help ability to perfect the system. Chapter eight concludes the main standpoints of the paper to form the summative conclusion.
